If the Cloud9 user is in a legacy WFH mode which is out of support, you can:

Make sure appropriate or updated media service is installed and running in their local machine or thin client.
The media service can be found at https://c9portal.xhoot.com/c9utils under Cloud9 > Media Service.

Change to a non-VDI mode: If the user is intended to run he Cloud9 desktop app without our media service, it is better to run the app in non-VDI mode.
To run Cloud9 in non-VDI mode:
Update user’s VDA app and put in blacklist values (“wfhclientblacklist“) in the INI folder.
Change the registery value HKEY_CURRENT_USER\Software\Citrix\HDXMediaStream\MSTeamsRedirSupport to 0 or remove the key-value.
Remove “C9NodeAdapter.exe“ from the registry value HKEY_LOCAL_MACHINE\SOFTWARE\WOW6432Node\Citrix\WebSocketService\ProcessWhitelist
