If a user is seeing a message stating Notifications are disabled. Allow notifications to adjust these settings (Figure 1), it is likely that the Allow notifications setting has been disabled.

To enable notifications, navigate to Notifications in the navigation panel (Figure 2) and enable Allow notifications (Figure 3):
