Signals can be promoted (or pushed) to other users in the organization. This means users in a company can be automatically subscribed to receive alerts for a specific signal and will not have an option to edit or unsubscribe themselves.
The ability to push signals is an entitlement and can be enabled either for all users on the pod (Figure 1) or for specific users (Figure 2), via the Admin Portal:

Once the user has the relevant entitlement set, they will be able to create a new signal.
To create a new signal, select the three dot menu from Signals and Tags and then select Create signal (Figure 3):

Enter a Name and any tags or @mentions, then select Create (Figure 4):

Once the signal has been created, search for it in the list of signals, select Promote from its three dot menu, and then select Promote (Figure 5):

To prevent users from being able to create push signals, simply set the entitlement to Disabled at pod-level or No at user-level.
